    THAT report 21-165(CD) - City Initiated River Rd Secondary Plan and Zoning By-law Amendment – Recommendation Report - be received;

    AND THAT Cambridge Council recommends approval of Official Plan Amendment No. 47 (River Road Secondary Plan) to the City of Cambridge Official Plan;

    AND THAT Cambridge Council amends the Zoning By-law (Attachment No. 3 – (Alternative Zoning By-law Amendment) for the River Rd. Neighbourhood;

    AND THAT Cambridge Council amends the site plan control by-law to include properties fronting on River Rd;

    AND THAT Cambridge Council direct staff to consider the interim road improvements to River Rd. through the next available capital budget process;

    AND THAT Council direct staff to initiate a cultural heritage landscape study of the River Rd. area in 2022;

    AND THAT Cambridge Council is satisfied that a subsequent public meeting in accordance with subsection 34(17) of the Planning Act is not required;

    THAT Report 21-199(CD) Recommendation Report – Official Plan and Zoning By-law Amendments, 42 Portland Street, Nadam Investments Inc be received;

    AND THAT Cambridge Council adopts Official Plan Amendment No. 46 with a site specific to increase the permitted density from 40 units per hectare to 80 units per hectare on the subject lands within the Low/Medium Density Residential designation;

    AND THAT Cambridge Council approves the proposed zoning by-law amendment to rezone the subject property from N1 S.4.1.165 (Institutional) to RM3 S.4.1.414 (Multi Residential);

    AND THAT Cambridge Council is satisfied that a subsequent public meeting in accordance with subsection 34(17) of the Planning Act is not required;

    AND FURTHER THAT the by-law attached to Recommendation Report 21-199(CD) be passed.

    THAT Council receive Report 21-209(CD) – School of Architecture Research Partnership – Supporting Tiny Homes as part of an Affordable Housing Strategy;

    AND THAT Council approve the allocation of $15,000 from the Community Development Administration budget to support the University of Waterloo School of Architecture Tiny Home research partnership as outlined;

    AND FURTHER THAT staff review how to integrate the outcomes of the Phase Two School of Architecture Tiny Homes research project as part of a comprehensive approach to providing more attainable housing options in the City of Cambridge.

    AND THAT a by-law to amend By-law 133-18 being a by-law to define the mandate and meeting procedures for Advisory Committees (attached as Appendix A), be approved;

    AND THAT the Clerk be directed to deliver an annual volunteer recognition and recruitment event for all citizen advisory committees of Council.

    AND FURTHER THAT the voting members of this Community Wellbeing Advisory Committee (CWAC) will elect a new chair from among the citizen appointees at the September 2, 2021 meeting of CWAC. ​​

    AND THAT Council approves additional funding in the amount of $48,432 for consulting services and a transfer of funding from the Capital Works Reserve Fund;

    AND FURTHER THAT Council authorizes the Manager of Procurement to enter into an agreement with Dillon Consulting Ltd for the preparation of a Master Fire and Emergency Services Plan

    Whereas members of the Ontario Association of Optometrists (OAO) have voted to withdraw services they provide under the Ontario Health Insurance Plan (OHIP) starting September 1, 2021 unless the Province agrees to negotiate funding for Ontarians access to eyecare coverage;

    Whereas currently, the Province covers approximately 55 per cent of the cost of eye exams insured by OHIP. The remainder of the cost is absorbed by optometrist clinics, which impacts overhead costs such as rent and salaries;

    Whereas currently OHIP covers one eye exam a year for people under the age of 20, 65 and older along with those who have specific medial conditions which makes up approximately 70% of patients;

    Whereas without the OHIP coverage seniors, children and vulnerable populations with specific medical conditions including glaucoma may not have access to these primary care services now offered under the OHIP plan;

    Whereas Ontario has undervalued the eye health of Ontarians and cannot continue to neglect and jeopardize access to eye care;

    Therefore Be It Resolved that Cambridge Council request the Provincial government to recognize the value of access for Ontarians to quality eye care and act now to protect it,

    And THAT the Provincial government take action to ensure that the Ontario Association of Optometrists (OAO) be granted a formal negotiation process with the Ontario government to fund these services at least to the cost of delivery, prior to any job action taking place;

    AND THAT a copy of this resolution be forwarded to the Hon. Premier Ford, Ontario Minister of Health, Christine Elliot, Cambridge MPPs, MPs , the Ontario Association of Optometrists, the Association of Municipalities of Ontario, the municipalities of Waterloo Region, the Region of Waterloo.

WHEREAS traffic volumes along Dundas St. S (Highway 8) are intensifying due to the growth of the city, and intensification efforts along major corridors such as Myers rd and Branchton rd;

WHEREAS new developments such as Southpoint and Morrison Creek Estates will add several new residents, and their automobiles, to these roads;

WHEREAS a major gateway into the new Southpoint Subdivision, as well as into the new Cambridge Recreation Complex, will sit at the intersection of Hwy. 8 and Branchton rd., encompassing multiple lanes of traffic in each direction; WHEREAS, if active transportation is to be encouraged, then creating safe pedestrian passageways across Hwy. 8, allowing residents west of Hwy. 8 to safely move to-and-from the Recreation Complex, is necessary;

WHEREAS Dundas St. (Hwy. 8), Branchton Rd., and Myers rd., are all Regional roads;

BE IT RESOLVED THAT the City Clerk be directed to send correspondence on behalf of Council requesting the Region of Waterloo reconsider the structure of the intersection of Hwy. 8 and Branchton rd., and consider adding traffic lights, pedestrian crosswalks, and/or a roundabout to accommodate the intensifying traffic of present, and future, residents of this area, as they increasingly use the roads, and access the Recreation Complex, using means of automobiles and modes of active transportation.
